What is the difference between a Pleasure Craft Licence and a Pleasure Craft Operator Card?+
A Pleasure Craft Licence (PCL) is a number issued for the vessel. A Pleasure Craft Operator Card (PCOC) is proof of competency for a person operating a motorized pleasure craft. Both are administered federally by Transport Canada.
